Although Springfield, Mass has failed to enact a needle exchange program against HIV infection, the city has maintained one prevention program — street outreach teams that distribute condoms, transport to detox, and distribute educational materials. We spend a day with two outreach workers trying to “reduce the harm” of I-V drug use.
